Tulcea County is located in south-eastern Romania, in North Dobrogea, and is crossed by 45 parallel, north west and is bordered to the east of the Danube and Black Sea.

It is situated on seven hills hills of Tulcea, on a house inhabited continuously since Gumelniţa culture period (2900-2200 BC), continuing with Aegyssus Greek settlement (eighth century BC), the port and the city dating from Roman I - II AD, the city of Tulcea appointed time of Mircea the Old. Until the 1950 reform was admnistrativă of Tulcea county (wars). After the communist regime, Romania became the residence of a department in the Dobrogea region.
After the Second World War, the city expanded and modernized. Currently the city reaches a hearth area of 115 square kilometers and a population of 93,051 inhabitants (in 2002).
