Belis is a commune in the county of Cluj, Transylvania, Romania, consisting of the villages of Bălcești, Belis (residence), Dealu Botii, Giurcuța de Jos, Giurcuța de Sus, Poiana Horea and Smida. The Giurcuța de Jos village was decommissioned by decree 223/1972 for the construction of the Fântânele accumulation dam.
Belis commune is about 77 km west of Cluj-Napoca and about 27 km south of Huedin, located at the foot of the Vladeasa massif in the Apuseni mountains.

Due to the mountain landscape, the area of Belis is recommended for the treatment of physical and intellectual overwork.

Among the most important tourist sights that can be visited in the area, we should mention: Horea's fir tree in Scorușet forest, Rădesei fortresses, Belis-Fântânele lake and resort, Valaul Miresei waterfall from Răchițele, Galbena Gorges and Izbucul Galbenei. The numerous caves are not to be missed either: Piatra Ponorului Cave, Ghețarul Scărișoara Cave, Bears Cave, Humple Cave and Kite Cave.
